Key Outcomes

100% centralized module adoption

Across six programs and 24 isolated AWS account-environment combinations

100% policy-gate coverage

For eligible production deployments, enforcing security and supply-chain checks before deployment

100% CI runner capacity monitoring

Providing visibility into the capacity supporting delivery workflows

Executive Summary

A global apparel and lifestyle retailer needed to bring consistent infrastructure governance and software supply-chain controls to six technology programs operating across 24 isolated AWS environments.

Altimetrik built a shared platform combining versioned Terraform modules with a standardized GitLab CI delivery workflow. The platform achieved full centralized module adoption across all six programs and policy-gate coverage for eligible production deployments, while preserving program control over module upgrades and formal production release approvals.

Business Challenge

Independent programs had developed their own Terraform repositories and delivery practices. Teams duplicated common infrastructure definitions, making shared requirements harder to maintain and increasing the risk of inconsistent security, tagging, and networking configurations.

Delivery pipelines would apply different code-quality, dependency, container, and policy checks. The organization lacked a consistent set of controls governing how software progressed toward production.

The customer needed to standardize these practices while allowing programs to manage their own adoption schedules. Production changes required formal approval, while lower environments needed a lighter governed path to support iteration.

Why It Mattered

Across 24 isolated environments, duplicated infrastructure and uneven delivery checks made governance harder to apply consistently. Shared standards needed to become part of everyday engineering workflows, with clear verification before production and flexibility for teams to plan infrastructure upgrades.

Solution

Altimetrik created a centralized library of versioned Terraform modules covering common AWS services and controls, including Amazon S3, Amazon RDS, AWS Lambda, Amazon API Gateway, Amazon SQS, Amazon SNS, IAM, and security groups.

Terraform Cloud provides workspace-based execution and state management for each program and environment. Teams consume pinned module versions, allowing the platform team to improve shared infrastructure components while application teams deliberately schedule upgrades. Reviewable infrastructure plans and consistent tagging support governance and cost attribution.

Altimetrik also implemented a common delivery workflow in GitLab CI. SonarQube, Gemnasium, Trivy, and static application security testing provide code-quality, dependency, and container checks. Container signing, SLSA attestations, and Open Policy Agent rules verify artifacts and enforce policy before they advance to deployment.

Argo CD deploys approved Kubernetes manifests to Amazon Elastic Kubernetes Service. Production releases retain ServiceNow and change-advisory-board approval, while nonproduction environments follow a lighter governed path.

Amazon CloudWatch and Datadog provide operational visibility, and AWS Lambda creates Jira remediation records from security findings. EC2 runner capacity uses Auto Scaling; the Amazon EKS runner pool is monitored and scaled through a documented operational procedure.

Business Outcomes

Consistent Infrastructure Across All Six Programs

Achieved 100% centralized Terraform module adoption across six programs and 24 isolated AWS account-environment combinations. Teams use shared, versioned infrastructure components with dedicated Terraform Cloud workspaces.

Enforced Verification Before Production

Achieved 100% policy-gate coverage for eligible production deployments. OPA evaluation, image signing, SLSA provenance, code-quality checks, dependency scanning, container scanning, and static application security testing are enforced before approved artifacts reach Argo CD and Amazon EKS.

Full Visibility Into CI Runner Capacity

Achieved 100% monitoring coverage for CI runner capacity. EC2 runners use Auto Scaling, while the Amazon EKS runner pool follows a documented monitoring and scaling procedure.

Program Autonomy With Shared Governance

Pinned module versions allow programs to control upgrade timing while using centrally maintained infrastructure standards. Formal production approvals remain in place, alongside a lighter governed delivery path for nonproduction environments.

Altimetrik Advantage

Altimetrik combined AWS infrastructure engineering, reusable Terraform modules, and software supply-chain controls to embed governance into delivery workflows. The shared platform establishes consistent infrastructure and production verification across isolated environments while preserving each program’s control over upgrades and release readiness.
